We followed a walking trail from Sannomiya Station in Kobe through the streets of Kitano-cho with it's beautiful old European style mansions until we ended up at Tenman Shrine. When we arrived, a wedding was in progress, so we couldn't enter the main part of the shrine until it was over. However it was no hardship to wait, because it allowed us time to admire the great view over Kobe, the bonsai pine display, and the wedding party too!
