Twice a year, at Golden Week and on Tokyo Day (october 31st) Tokyo Sea Life has free entrance. However, my advice is "Don't do it!" It was of course extremely crowded, and I couldn't even get near many of the aquarium windows. It is an impressive aquarium, and it would be much better to pay the entrance fee on a day when it is less crowded, and see it properly.
