I enjoy city tower observatories for two reasons: to take in the layout of the city I'm in, and of course to admire the view and the scenery. From the 21st floor of the Shizuoka Prefectural Office in Shizuoka City, you can do both: it provides a great panorama of the city, taking in Sunpu Castle Park and Sengen-jinja shrine, and also the more distant scenery, forested hills and, on a clear day, Mount Fuji. It's free to enter, and it's open until 8:00pm, so you can go back in the evening and enjoy the sunset and night view.
