On the final weekend of October every year, there's a big food festival held close to Hamamatsu Castle Park. There are stands serving hot meals and selling locally produced foods like cookies, jams and tea, and stages with a wide range of different performances. I saw live calligraphy, two troupes of taiko drummers, volleyball players, and if I'd stayed around I'd have seen a play about Tokugawa Ieyasu's daughters.

Lots of food, lots of performances, lots of fun!

There were a number of cute mascots wandering around, who must have been really hot
