In 2014, the Tohoku University Foreign Students Association celebrated their 29th International Festival. Held every October, the festival brings together cultures from around the world that are represented by students studying at the university. Originally, it took place indoors, but it has since grown so big that the event has moved to the grounds of the nearby Sanjo Junior High School.
You can see performances and a fashion show, and sample food and cultural activities from over 20 countries. Entrance is free, and food tickets can bought for ¥1200 on the day, or ¥1000 if you book online.

As I understand it, the activities and performances at this festival are all conducted by students of the university. So if your group is not affiliated with the school, it may be difficult to join. I am not connected with the university, therefore I recommend contacting them directly for more information.
